Abstract
The 19503, the decade of Magsaysay and Recto, of the Filipino First Movement, of Dienbienphfi, SEATO, and the Laurel-Langley Agreement dramatically and lastingly changed United States- Philippine relations. Philippine statesmen of the time felt the economic and military agreements they signed made the two countries more nearly equal. Some have since argued that they more firmly bound the Philippines within an American sphere. This is one side of that story told through the documents of the United States National Security Council.

Until just a few years ago, a reader would have needed a special security clearance to see the documents in this book. They include top secret policy statements, the remarks of the President and his closest advisers, cabinet secretaries, and the head of the CIA. Under the Freedom of Information Act, the public may now _ view them at the Eisenhower Library in Abilene, Kansas. They are published here for the first time“. The documents contain deletions owing to the continued classification of some portions by the National Security Council; In each case, the author have noted the size of the deletion. Where possible, the note also speculates on what the gap might contain, and in a few cases the author have been able to reconstruct the classified portion from other declassified documents.
